		<description>You make the assumption that the same number of people will drink to excess if the bars are open longer.  The assumption behind the legislation is that shorter hours mean fewer alcohol abusers, and less overall excessive consumption. But you make an interesting point.</description>

		<description>As a non-drinker, I would rather have the serious drunks rolling out of the bars at 4AM, when there are fewer people for them to interact with, and there's no chance that I will ever have to deal with them.</description>
