I totally agree with your observation that it seems that government is unable to take bold action to meet pressing public needs.  Whether it is mass transportation, environmental degredation, loss of farmland and open space, or our continued reliance on fossil fuels, our government continues to fiddle while the country burns.  As someone once said, doing the same thing over and over again and expecting different results is the definition of insanity.  In other words, if you want to keep getting what you're getting, keep doing what you're doing.
